First mention of the term

I don't know if it's notable enough, but the term was mentioned in 2003 on the SL4 wiki, and in 2007 in the article 'Scope Insensitivity' by Eliezer Yudkowsky. The term was finally independently coined by CEA in 2011, and Peter Singer popularized the term in zir TED talk in 2013.
